Senator Carper participated in ceremonies for the groundbreaking for Delaware's first Veteran's Home. Joined by many elected officials and nearly 1,000 veterans, the $29 million project was celebrated, as it will provide housing for 150 of Delaware's veterans. Sixty-five percent of funding came from the federal government.

Senator Carper announced $1.8 million for a project to realign Wyoming Mill Road in order to reduce traffic congestion. The announcement also gave 12.5 acres of land to annex Schutte Park, where thousands of children play sports during the summer.
