As Governor, he created the Delaware Mentoring Council and set a goal of recruiting 10,000 mentors in Delaware, reaching out to individuals, businesses, places of worship, and senior and retirement centers to adopt schools and get mentoring programs started in schools across the state; the goal was reached about two years later. January 10, 2008 — NewarkDuring a visit to Fraunhofer USA Center for Molecular Biotechnology, Senator Carper, Congressman Castle and (l) John DiEleuterio from Senator Biden's staff learn about the plant vaccine process from executive director Vidadi Yusibov. Fraunhofer recently received $4 million from the Department of Defense to continue clinical trials to create vaccines for a host of diseases.

January 7, 2008Senator Carper was on hand as Federal Home Loan Bank of Pittsburgh announced $1.7 million in Affordable Housing Program grant money to five housing developments in Delaware. Also, the Village of Eastlake was recognized for its honor of being named as the nation's best affordable homeownership development.
January 5, 2008 — NewarkSenator Carper was honored to deliver the commencement address at University of Delaware. He was also grateful to receive the University's highest honor — a Doctor of Laws. The senator received his M.B.A. from the University of Delaware.
January 4, 2008 — DoverSenator Carper paid a visit to the Dover High School Wellness Center. During his time as governor, Senator Carper launched the initiative to have a wellness center added to every high school, a goal that has since been achieved.
January 4, 2008 — FredericaSenator Carper spoke to 140 fourth graders at Lake Forest Elementary School. The students were studying the constitution.
January 3, 2008 — FrankfordSenator Carper shares a laugh with members of the Frankford Fire Company. The senator helped secure over $72,000 in federal funding for the fire company and they were able to share with him some of the building upgrades enabled by the funding.
January 3, 2008 — Bethany BeachSenator Carper stopped by the Bethany Beach Volunteer Fire Company to present them with an American flag to replace the one stolen from their fire company. The flag was flown in their honor over the United States Capitol before it was presented.
January 3, 2008 — MiltonSenator Carper was pleased to visit Milton Elementary School to learn more about the Cape Henlopen School District's "Lighthouse Chinese Program." The district received an $831,885 Foreign Language Assistance Program grant from the U.S. Department of Education so all elementary students in the district would start learning Chinese in the fall of 2007.
