April 24, 2009 — HartlySenator Carper, a Vietnam Veteran himself, was asked to present the "Order of the Silver Rose" to Roy Martin, who served in Vietnam from October 4, 1963 to May 25, 1966 as a helicopter door gunner in the U.S. Army (Specialist E-4 with the 145th Aviation unit). The Order of the Silver Rose was established to honor veterans exposed to carcinogenic chemicals and herbicides while serving in the Vietnam War.

April 14, 2009 — WilmingtonSenator Carper joined John Rago and Tina Betz from the City of Wilmington, and Wilmington Mayor Jim Baker at the Wilmington Train Station to film a segment for Wilmington's Public TV station.
April 10, 2009Senator Carper joined Senator Kaufman, New Castle County Executive Chris Coons and environmental leaders from around the state to announce the introduction of legislation to expand White Clay Creek's "Wild and Scenic River" designation.
April 7, 2009 — LewesSenator Carper represented the Delaware delegation to announce $476,000 from the recently passed omnibus funding bill to expand the Beebe Medical Center School of Nursing to address the need for more highly skilled and trained nurses. He joined Beebe Medical Center CEO Jeff Fried, and two graduates of the nursing school, Kim Moore and George Austin.
April 6, 2009Senator Carper joined Governor Markell to announce that Delaware, along with California and Texas, is a recipient of a U.S Homeland Security Training grant that will help local community leaders receive training to protect state and local computer information resources. Through the Center for Infrastructure Assurance and Security, community leaders from two areas - greater Dover and greater Wilmington - will benefit from a series of no-cost, cyber security classes, exercises, post-exercise analysis reports and hands-on training. This program, funded by the Department of Homeland Security, is designed to better tie community and state efforts to national cyber security programs.
April 6, 2009 — DoverSenators Carper and Kaufman visited the Dover Police Department to announce almost $400,000 from the recently passed economic recovery package. Throughout Kent County, the cities of Dover, Harrington, Camden and Smyrna will each receive funding under the American Recovery and Reinvestment Act, which both U.S. senators voted for last month. Delaware will receive a total of $10,906,468 under the Edward Byrne Justice Assistance Grant Program to control and prevent crime, and improve the state's criminal justice system.
April 6, 2009 — DoverSenator Carper met with AYUSA Global Youth Exchange Students at Legislative Hall. Since 1980, AYUSA has provided opportunities for more than 37,000 students from the U.S. and around the world to live and study through their programs. AYUSA promotes global learning and leadership through high school exchange programs. Students from Brazil, Czech Republic, Germany, Norway, Oman and Turkmenistan are participating in this program and attending schools throughout Delaware.
April 3, 2009 — WilmingtonSenator Carper joined Governor Markell, Congressman Castle and others at the Henrietta Johnson Medical Center to talk about covering the uninsured, "Healthy Delawareans Today and Tomorrow." To date, the program has helped 13,000 of the state's uninsured with over 42,000 referrals to free, low-cost, or reduced-fee doctor, dental appointments and other health services including medications and transportation to medical appointments.
April 3, 2009 — NewarkSenators Carper and Kaufman and Congressman Castle held a press conference at the Sara Pyle Academy in Wilmington to announce more than $1.3 million in new federal funds for Jobs for Delaware Graduates (JDG). They were joined by JDG President Dr. Susanna Lee and Delaware Secretary of Education Dr. Lillian Lowery.
The event specifically addressed JDG's program expansion and middle school pilot program, which are targeted at providing job training and skills that help prepare students to get jobs after high school, particularly in these tough economic times. The $1,353,000 in funding comes from the 2009 omnibus spending bill and will be used to expand JDG programs to "at-risk" students in middle and high schools and increase graduation rates.
