Senator Carper stopped by a reception for Dr. Ray Smock, a former historian for the U.S. House of Representatives from 1983-95, who was making a presentation about President Abraham Lincoln on May 29th in Lewes. 2009 marks the 200th anniversary of the birth of Abraham Lincoln. Senator Carper is shown here with Dr. Smock and Abraham Lincoln (aka Mr. Karl Haller).

Senator Carper helped to announce a federal grant for the City of Lewes. Their Off-Season Maritime Historic Tourism Plan was awarded the $35,000 Preserve America Grant and encourages off-season historic tourism when many of the historic and cultural attractions may not be available. The tourism plan includes the Lewes Maritime History Trail, which is an integrated multi-media approach that includes audio tours, brochures, interpretive signs, and radio broadcasts to increase heritage tourism year-round. The signs and locations were revealed at the event.

Senator Carper visited Long Neck Elementary School for the dedication of the school's "Living Legacy" project. Several years ago the school worked in conjunction with the Center for the Inland Bays to construct a wetlands area on the school property. The wetlands area is a valuable hands-on educational setting.

Senator Carper gives a standing ovation upon hearing that Wilmington was selected as a Teach for America site. The organization will place teachers in the Red Clay Consolidated School District and area charter schools, including Prestige Academy, East Side Charter, Kuumba Academy, Edison Charter School and Delaware College Prep.

 May 11, 2009 — Philadelphia
Senator Carper, as chairman of the Senate subcommittee that oversees the U.S. Census Bureau, held a field hearing at the National Constitution Center to examine how to avoid chronic undercounting in the 2010 Census. Joining him were Congressman Castle, Wilmington Mayor Baker and Philadelphia Mayor Michael Nutter.

Senator Carper went to Kuumba Academy, where he is a mentor, to talk with the 4th and 5th graders about the Constitution and how a bill becomes a law. Here, the students are divided into the House and Senate and are working on their "law."
 May 8, 2009 — Bethany
Senator Carper visited the newly expanded South Coastal Library and Cultural Center to take part in an informal dedication of a "Heron" sculpture, which will be located in the library's new reading garden. The sculpture is a memorial to Priscilla Cole, daughter of Sussex County Councilman George Cole. The sculpture was done by a local artist, Grant Massey. Also attending the dedication were the children of Mr. Duncan Smith, (principal at Frankford Elementary School). His children, ages 9, 8 and 5, donated $700 to the library for the sculpture project they raised through sales at their lemonade stand.

Senator Carper announced $11.5 million in federal funding for the United States Coast Guard from the Department of Homeland Security, through the recently-passed American Recovery and Reinvestment Act which he and Senator Kaufman supported. The Coast Guard hosted Senator Carper at Coast Guard Station Indian River to highlight what the funding will be used for, including refurbishing the critical infrastructure at Station Indian River. Senator Carper was joined by the officer in charge at Indian River, Chief Mark Corbishley.
 May 4, 2009 — Wilmington
Senators Carper and Kaufman, Congressman Castle, Governor Markell, and City of Wilmington Mayor Baker joined Vice President Biden to officially kick off the restoration and renovation of the Wilmington Train Station. Work on the Wilmington Train Station has been accelerated because of $20 million in federal funds from the American Recovery and Reinvestment Act, which was supported by Senators Carper and Kaufman.
 May 4, 2009 — Newark
Senator Carper joined Vice President Biden, Department of Interior Secretary Ken Salazar, Governor Markell, and Congressman Castle to discuss energy independence. The First State is positioned to be the first state in the nation to develop offshore wind - expected to be off the shores of southern Delaware. On April 29, the Department of Interior published a final rule giving the green light for offshore wind production to begin in the United States.

Senator Carper visited the Wellness Center at Concord High School in the Brandywine School District. During his time as Governor, Senator Carper helped institute these centers in every high school in the state.

Senators Carper and Kaufman joined Governor Markell and Major General Frank Vavala to announce $1.9 million in economic recovery funding for the Delaware Army National Guard. This money was made possible through the American Recovery and Reinvestment Act (ARRA) and will provide resources to sustain, restore and modernize the energy efficiency of Delaware Army National Guard facilities.
