Senator Carper was pleased to lead the Grand Introduction of St. Joseph's Center for Community Service.

Senator Carper announced $611,790 in American Recovery and Reinvestment Act funding for the Dover Housing Authority (DHA). The event was held at Queen Manor Senior Apartments, just one of the DHA properties that will benefit from this money that will be used for weatherization.

Senator Carper visited Arrow Safety Device, owned by Jeff Bowers and two business partners. The company has been in existence for more than 50 years and Jeff and his partners purchased and relocated the business earlier this year. They manufacture and assemble all types of vehicle lighting and safety products.

Senator Carper joined Dr. Ileana Smith and Dr. Bill Carter at Del Tech's Owens Campus to learn more about their Environmental Training Center and their expertise in water/wastewater training and operations.

Senator Carper joined Governor Markell, Lt. Gov. Denn, DelDOT Secretary Wicks, Senator Kaufman and others as DelDOT announced meeting the first deadline of fifty percent of the funding for highway projects being advertised by the June 29, 2009 deadline. DelDOT continues to make progress on the $140.9 million in highway, bridges, pedestrian and transit-related projects funded through the American Recovery and Reinvestment Act (ARRA) and is on target to meet upcoming deadlines.

Senator Carper was on hand at St. Francis Hospital as the Brady Kohn Foundation established a public cord blood program at the hospital. Although St. Francis Hospital is not the first hospital in Delaware to launch this program with the Brady Kohn Foundation, they are the first in the city of Wilmington, and St. Francis offers the only obstetrics program in the city.

Senator Carper toured the Seaford Museum. In 2002, the former Seaford Post Office was converted to the current Seaford Museum. The museum contains collections and exhibits of Seaford's history from Native Americans to present day. It also contains a library research room with materials on the Seaford area.

Senator Carper visited Richard A. Shields Elementary School where he joined the school principal, Patricia Magee, staff and more than 500 students in the annual tradition of blowing bubbles as the students leave for summer vacation.

Senator Carper joined officials from Wawa, Magellan Midstream Partners, Chevron, local elected officials and Port of Wilmington officials at the port for the opening of Magellan's gasoline and ethanol storage facility. The new facility included a new truck rack, a dock for barge and ship loading and unloading and over one million barrels of additional storage.

Senator Carper joined Dover Mayor Carleton Carey to announce $180,000 in American Recovery and Reinvestment Act funds for Dover. The city will use this funding to install solar panels on their power plant and to install 64 LED lamps along Route 8.

Senators Carper and Kaufman joined Governor Markell, New Castle County Executive Coons and Delaware Criminal Justice Council (CJC) Executive Director Jim Kane to announce over $6.6 million in Edward Byrne Memorial Justice Assistance Grant Program (JAG) funding for the CJC. This grant was made through the American Recovery and Reinvestment Act and includes critical resources to preserve and create law enforcement and public safety jobs, as well as fund new projects and provide much-needed equipment upgrades.
