Sen. Carper will participate in an event to celebrate the Delaware Health Information Network's (DHIN) 5th Anniversary. The DHIN is a secure health information delivery system and is used between hospitals, physicians, labs, radiology facilities and consumers to improve health care treatment, privacy and cost for all Delawareans. As Delaware's Governor, Sen. Carper signed legislation into law that created the DHIN 15 years ago.
