Sen. Carper will attend the James R. Soles lecture on the constitution and citizenship delivered by Vice President Joseph R. Biden Jr. at the University of Delaware in Newark, Del. Biden will donate his Senatorial papers before delivering the lecture, which is named in honor of the late Alumni Distinguished Professor Emeritus James (Jim) R. Soles.
