On Sunday, Sen. Carper will speak to the membership of the Delaware League of Local Governments at its Annual League Conference. The Delaware League of Local Governments is a statewide, nonprofit, nonpartisan association of city, town, village, and county governments established in 1963 to improve and assist local governments through legislative advocacy at the state and federal levels.
