WILMINGTON – On Monday, March 26, 2012, U.S. Sen. Tom Carper (D-Del.) will participate in the groundbreaking of a new health care program for seniors. Saint Francis Healthcare will break ground on the 28,000-square-foot property at the Shipyard Center on the Riverfront that will house the State's first LIFE program. Saint Francis LIFE – Living Independently For Elders, is the first and only Program of All-inclusive Care for the Elderly (PACE) in Delaware.
