Del. Sen. Tom Carper will be on the Senate floor this week to argue against blocking the Cross State Air Pollution Rule. The EPA rule goes after pollution that crosses state lines, and Carper, who chairs a subcommittee overseeing the Clean Air Act, will speak in favor of Delaware and other downwind states.
The Congressional review vote proposed by Kentucky Sen. Rand Paul isn't likely to pass the Senate, as the News Journal reports, with the house having already delayed the EPA rule.
