I see that there is now a quorum present. I would therefore like to take this opportunity to conduct a brief business meeting to consider an important nomination that is before the Committee. If Secretary Napolitano will excuse the interruption, I promise we will return momentarily to the hearing.

Today, the Committee will consider the nomination of Sylvia Mathews Burwell to be Director of the Office of Management and Budget. I would note for the record that a quorum of nine Senators is present, which means that the Committee can report the nomination to the full Senate.

I believe that Ms. Burwell’s previous experience as Deputy Director of OMB and Deputy White House Chief of Staff in the Clinton Administration and in running two of the nation’s largest philanthropic foundations makes her well qualified to be OMB Director. I have confidence that she will be an effective leader of OMB during these challenging times, and I urge my colleagues to support the nomination.
