Senator Carper Announces New Chief of Staff, Legislative Director

Today, Senator Tom Carper (D-Del.) announced key changes to his leadership team and welcomed Lucy Xiao as his new chief of staff and Michael Santora as his new legislative director.

Outgoing chief of staff Jan Beukelman has worked for Senator Carper for over 9 years – first as a legislative assistant, then as a senior policy advisor, then as legislative director, and most recently as chief of staff. After nearly 15 years on Capitol Hill, serving in the House of Representatives, Senate, and Biden Administration, Beukelman will depart Congress for the private sector.

Lucy Xiao will begin the role of chief of staff upon Beukelman’s departure. Xiao has worked for Senator Carper for over four years, serving as his tax and trade policy advisor and most recently as legislative director. Michael Santora will begin the role of legislative director for Senator Carper, after serving in the Senator’s office for over 17 years.

“When I asked Jan Beukelman to be my chief of staff in 2021, I was confident in his outstanding ability to lead our office through the challenging times that laid ahead. Jan had already served the people of the First State with compassion and grace and we have been lucky to have such a dedicated and smart public servant working to better Delaware and our nation. Jan has been one of my most trusted advisors and confidants and I wish him the best of luck on his next adventure,” said Senator Carper.

Lucy is exceptionally hardworking and I know she will lead our team well as we begin my final year in the U.S. Senate.
