Senator Carper Announces Staffing Change in Delaware

Lori James promoted to State Director

WILMINGTON – Today, Senator Tom Carper (D-Del.) announced the following changes to his Delaware staff.

Lori James has been promoted to State Director. Ms. James comes to the position from the Kent County District office, where she served as Director for fourteen years.  During her tenure, she acted as the Senator’s liaison to all government, community, and constituent groups and leaders in Kent County, while also advising the Senator on all community, state, and local issues and developments in and around Kent County. Ms. James also worked closely with the Dover Air Force Base and the Veteran community across the state.

Prior to joining Sen. Carper’s Senate office, Ms. James spent five years serving as the Director of Gubernatorial Appointments and Staff Assistant for the State of Delaware Executive Department. In her role as Director, she supervised a staff of three to manage the composition of over 300 Boards, Commissions, and Judicial positions requiring Senate confirmation and recommended candidates to the Governor and General Assembly.

As State Director, Ms. James will act as Senator Carper’s “eyes and ears” in the state, creating and maintaining relationships with local, state, and federal officials and entities, as well as local companies, non-profit organizations, and constituents throughout Delaware. Her extensive experience in local, state, and federal issues have prepared her well for this position.

“I’m thrilled that Lori has once again agreed to take on additional responsibilities and help me better serve the First State,” said Senator Carper. “For over twenty years I’ve been able to count on Lori’s sound counsel, work ethic, integrity, and sense of humor and I know that she’ll do a great job leading our team in Delaware.”

Ms. James attended Goldey Beacom College and Delaware Technical Community College, completing coursework in Criminal Justice, Business Administration, and Legal Secretarial Studies.  

Larry Windley will serve as the Senior Director for Projects and Economic Development, working closely with Senator Carper and his staff in Delaware and Washington to bring jobs and economic opportunity to the First State.
